Ahmid Munir Fofana - President of LoCASL
The Association of Local Councils is established with the main objective to coordinate the nineteen member councils in Sierra Leone with the view to foster partnership among members and link members also with Local government authorities globally. Our relationship with UCLG Africa will provide our membership the opportunity to be part of the international network of Local government authorities whose primary function is to give quality, affordable and accessable service to the community they serve. The connectivity the website will be provide to LoCASL will enhance the Association secretariate and its members be part of the world in ICT. We believe this is the begining of a wider relationship with UCLG Africa for the benefit of Local Authorities worldwide.
To promote the role of democratic local government in the development of the nation, through consultation and advocascy on matters of collective interest to its members
The main activities of the Association as per our Action plan are summarized as follows:
Advocacy and Lobbying.
Providing services to councils to help improve their performance.
Being a centre of communication.
Ensuring a legitimate, accountable and sustainable organization.
Collaborate with Local Councils to ensure good practice schemes and accountable use of resources.
- United Nations Development Programme (UNDP) - The Association is working in collaboration with UNDP and the Ministry of Local Government to promote the concept of Local Economic Development (LED).
- Ministry of Transport and Sierra Leone Roads Authority - The Association is also partnering with both the Ministry of transport and the Sierra Leone Roads Authority on overseeing the national feeder roads project.
- Commonwealth Local Government Forum (CLGF) - Good practice scheme with preference to waste management.
The Association is structured to include participation from all nineteen members across the country.
The first layer is the GENERAL ASSEMBLY. It is the policy making body and undertakes issues like constitutional reviews, adorption of recommendations by the National Eecutive and the Secretariat and above all the election of the National Executive. After the GA, we have the regional body in the four regions of the country. Each region is made up of all councils in that region. The regional body is headed by the Vice President of that region. Next after the regional body is the secretariat which runs the day to day business of the Association. It is headed by the Executive Secretary and other professional staff employed by the National Executive.

News of the Association
The Association will be holding the following events
General Assembly - March 2013
Regional executive elections - April 2013
The Association is also monitoring the upcoming local government elections to be held on 17th November 2012.
The Association’s events
Up Coming Events: The Association will be organizing an orientation training for new councilors after the November 17th local government elections. The training to be held in January 2013 will be on the councilors duties, responsibilities and what will be expected of them once they have taken up office.
The will also be a training session for female councilors on their duties in the councils, lobbying and advocacy
Past Events: In collaboration with United Nations Development Programme (UNDP) and the Ministry of Local Government, the Association organized the first Local Economic Development (LED) peer review and methodology workshop for all local councils in Sierra Leone. The Association is also in discussion with higher learning institutions in the country on institutionalizing the LED concept.
As in collaboration with the Commonwealth Local Government Forum (CLGF) the Association organized a workshop on good practice scheme in the councils with particular preference to waste management.
Call for Partnerships
We will be very much interested in twining our Association and member councils with other experienced Associations in Africa and the world at large.
Locasl participated at the 2012 Africities summit in Dakar sponsored by UNCDF in Sierra Leone. It was a wonderful event and opportunity for Locasl.
